The epicenter of downtown Victoria [1] is the foreshore of the Inner Harbour, which is flanked by the parliament buildings [2], the city’s main museum, and the landmark Fairmont Empress [3]. Government Street leads uphill from the waterfront through a concentration of touristy shops and restaurants, while parallel to the west, Douglas Street is the core street of a smallish Central Business District.
