The best surfing is usually found at Sporthaven Beach, at the north end of the jetty in Harbor. Reach it by driving to the end of Boat Basin Road to the RV park. There’s plenty of parking at the very end of the road. Even if the surf is not spectacular (it’s usually best in the winter), it’s a pretty mellow place for beginners, and as a fringe benefit, it can be a good spot to see whales during their springtime or December migrations.
Boogie boarders tend to favor Harris Beach State Park [1]. From fall to spring, the waves are big and dangerous, and the water is cold. If you know what you’re doing, come on in.

For some more mellow fun in the sun, cruise down Easy Street, east off U.S. 101, to Bud Cross City Park for some tennis or a dip in the outdoor pool.
