The Blackburn Highway follows the southern coast of Tortola east of Road Town, up and down through a series of small bays, to East End, the second most populated area of Tortola. Josiah’s Bay beach, just over the hill from East End, is popular among surfers. Beyond East End, a bridge connects Tortola to Beef Island, home to the territory’s airport and one of its best undeveloped beaches.
